There is no official "rule book" for diplomacy ... so the "next step" is whatever any nation decides to do. Whatever is guessed in the media, is just that ... a guess. Based on information they can gather from sources ... but still a guess, until some action is taken.
Obama is getting played. Don't think he has what it takes to handle this. The next course of action is...we don't know cause even Obama can't decide. Remember, just a few days ago the Russia president and Syria said that they didn't even have chemical weapons. Now all the sudden Russia is saying they will watch the chemical weapons for US. Wait, I thought he didn't have any? Who knows, but the lack of leadership is showing.
Back when the rebels were gaining strength, when there were defections from the Syrian Army and the moderates looked like they might win, we did nothing. We may have talked like we were going to arm them, but we didn't. Russia saw this, and doubled down in support of Assad. Al Qaida saw it, and decided to bring in foreign fighters to take advantage of any opportunities which might occur as Team Assad and Rebel Force beat each other into pieces. Now it's a hopeless muddle, and there is no good solution. So Obama is going to take away the sarin gas (or so he thinks) and Assad will get from him a promise not to arm or help the Rebels. The only winners are Assad and al Qaida. And Russia, because our allies have noticed we can't be relied on, and they will make back channel contact with Russia and China, and perhaps Iran. It takes a genius with the Nobel Prize for Peace to get his foreign policy so wrong.

I don't know but I don't agree with the President's idea about striking Syria. Many innocent people have been killed already. Why terrorize them all the more? The Christians need our prayers for safety. Those innocent victims are giving their lives for their faith.
It's the rebels who are causing the uprising. They are the Muslim Brotherhood and al Qeada. Assad, although he is Muslim, was allowing religious freedom. The Brotherhood and aQ want to take away all freedom from Christians and rule the country by Sharia Law. The rebels are the ones who used the chemical weapons as well as the other things they are doing. It's not all in the news. The media doesn't report on everything. They only say what is "politically correct" according to the president's specifications. Never before has the president had control over the media. If that were so, they wouldn't have bashed Bush constantly.
Whatever it may be, it appears to me that we will be on the sidelines as an observer while Russia and Assad make the decisions. The UN, as usual, will do nothing to help get the issue resolved . It seems as if Pres. Obama has at least in part, achieved his goal of getting the US relegated to second or third string instead of taking the role of leader of the free world. Whether this is good or not is yet to be determined. I expected Mr. Obama to take a stance as a leader rather than a follower of Putin's orchestrated sham! As pointed out earlier, he did win the Nobel peace prize as a result of his diplomatic skills!
