There is a fine line between 'judging' and 'forming personal opinion' .. We all get an impression about things, events, situations .. even people. We are always entitled to our opinions .. even if they are far from truth.
We can judge and form an opinion about what we see by people's outward actions and activities .. we can not judge a person about WHY they do what they do.
Why, when our ability to use good judgment is part of our forebrain? It's how we stay alive, succeed, and what makes us different from lesser animals. The Biblical concept is that we all have common problems, and so not to judge someone else harshly when we have the same issue. The judgment should be applied to our own conduct too. But if its bad for us, it is bad for them.
