The shirt would be $78. You arrive at this by multiplying 130 by 40 and dividing the answer by 100. This will give you $52 which is equivalent to the 40%. Take $130 and subtract $52 and the answer is $78 for the shirt.

Or make it simple and multiply 140 by 0.6.

It's not 140, it's 130

Sorry about the 140; you can't see the question when typing the answer on an iPhone. 100% minus 40% is 60% so if you're taking 40% off you are looking for 60%. It's just simpler to multiply by 0.6 than to do it in two steps.
