No. The moon has a 27 day cycle around the Earth (not stationary) and it is ever-so-slightly pulling away from the Earth.
No, first of all, Earth is rotating. Secondly, it would fall apart long before it ever got there.

well you could, but the moon would only reach it every 27 days and the moon is moving farther from the earth.
As you build higher, the winds velocity is different at different altitudes. The wind alone would tear it apart. Also the moon is not in the same place all the time. Such a building would make contact only every 27 days.
