The Sugar Act was passed because the British needed more money to offer more security for the colonies. There was shortage of funds because of the increased fights with foreign powers. This Act was passed in the 1764. Visit http://library.thinkquest.org/TQ0312848/suact.htm for more details.
The sugar act happened for England to make a lot of extra dough off the colonies' exports and imports. This enraged the colonies because they had no representation in the English government on making decisions but still paid taxes. This is called taxation without representation.
