If this is a "Dell" disc, as soon as you put it into a drive, it will search for some motherboard info. when it doesn't find it, it will stop installing. SO, if the disk is for THAT specific computer it will be fine. If you are trying to install the OS onto another system it won't work.
You use Windows OS Recovery disk from dell to format a new hard drive. However, the hard drive should be compatible with the dell recovery disk. If it is not compatible, Windows will not boot up after it is installed.
