Practice with him at home, make it fun and rewarding. I had/have a learning disability and couldn't read until 2nd grade and struggled until 5th when I started reading kids chapter books and it helped cuz I enjoyed it and wanted to. Look into getting a tutor, could be a babysitter or anyone if your no patient enough. Don't force or punish if the child just doesn't get it. I'm 22 and still don't know how to divide without a calculator lol. put labels on everything so he's constantly seeing words around the hose, have him read the grocery shopping list (add pics to help with harder words)
Sylvan Learning Centers helped my nephew. In March they said he might have to be held back in the 1st grade. By the end of the school year he had improved 200%. Was on the same level as his classmates, and went on to start 2nd grade this year.
