Depends on the extent of what would have to be done .. For someone to come in breakup up the concrete, haul it away, reform the area to be repoured, then mix the cement with a cement mixer and pour it, then wait unit its set then retrowel it .. By the time the smoke all clears it could be more like $500. It's not an easy task, and is very labour intensive.
And no .. you can't just pour more cement over it to fill in the indentations .. The new concrete won't bond to the already set concrete.
Sounds like someone got busted! If it isn't yours don't touch it, deface it, mark it, move it, take it, use it, play with it, modify it, stamp it, stain it, paint it, or even think about it! You going to have to pay for removal, and replacement of the concrete, including man hours, materials, and permits if any. Sounds like big bucks, but if they press criminal charges you will even have a bigger expense. Looks like you have created a teaching moment for yourself!
