These are just general suggestions of things that it can be, since I can't see the car or have any more information than what you gave, I can't be more specific.

1. CV joint/ axle needs to be replaced

2. Power steering needs fluid topped up

3. Front wheel bearings need to be replaced or lubricated

4. Front suspension part ( tie rod, ball joint etc ) needs to b
replaced

5. You need air in the tires.

Thks 4 ur help. I sounds like a record scraching when ever I turn. It's not the power steering fluid. There's fluid in there.

Is it up to the proper level though . You have to check the fluid with the car running/ engine hot.

It is probably the CV joint but I threw in the other things. Best to start with the least expensive easiest stuff first.

What could be the problem with your car when turning the steering wheel. Since you say you hear a low noise I would presume it was the steering fluid that's low. However you could need front bearings or ball joints. Good luck.
