No, the law still applies no matter what. In fact your police departments are funded by state and local budgets, not federal budgets. So go ask a policeman and see how they react to your "free for all" idea. ;)
The shutdown just means that the federal budget didn't get approved for the next year, so some programs and some employees stop working. For example there's no one working in the unemployment office today, so while people are still getting unemployment, no one new can sign up since there are no employees to process their applications.
Whom ever is spreading those rumors doesnt know much then, Laws stand no matter what, the police, Sheriff, highway patrol nor any other law enforcement agency is affected by this at all, best be a good law abiding citizen today and every day.
