Yesterday was the end of the federal fiscal year and each year there are budgets that need to be approved by Congress before money is sent to certain programs. For instance Head Start programs rely on grants that need approved every few years. The ones up for renewal this year are not getting their money, so they're closed for right now.
Well, congress Republicans have been demanding that the PPACA be defunded or else they won't pass the budget, even though the ACA does not rely on Congressional budget approval and has already been deemed Constitutional. So, they didn't pass the budget, and some programs aren't getting their next year of funding today. Meaning some federal employees aren't working since there's no paycheck, and some programs and offices closed down today.
