In basketball, is it traveling if you take two steps without dribbling, even if you shoot after two steps?

I was wondering, because I think in the NBA they get away with those things a lot.

well, technically yes but it's not really caught or enforced in the NBA

It´s possible to take the 2 steps without dribbling ONLY if the player is running to the basket and receive a pass, the player has to be running to the basket, receive the ball give the 2 steps without dribbling and finish the lay-up

depends. if the two steps are for a lay-up then it's not a travel but if you just take two steps then shoot an outside shot then yes it's a travel
