Why is the government being shut down?

I first heard about this on YouTube but I still don't understand what is happening. Can someone please explain this whole thing simply and fully?

This answer borrowed, but valid:
Every year Congress has to pass some bills dealing with budgets for certain programs - mostly those that don't have other sources of funding. NASA is an example of one needing the funding, while Social Security and the Post Office are examples of those that have their own income. If Congress doesn't pass those bills, those Federal programs don't get their budgets for the year. No money, no paychecks for employees, and employees go home. That's pretty much it. Some "essential" employees like Secret Service keep working, but they're not getting paid right now.

The reason they haven't passed the budget is that some Congress people keep "earmarking" the budgets - adding little things that have absolutely nothing to do with the budgets themselves. Trying to delay or defund the ACA ("Obamacare") is an example - the ACA has nothing to do with any of it and has its own source of funding, so has no reason to be included, but they continue to bring it into the conversation. Pretty much using the budgets as "leverage" to get their way.

and what is ObamaCare? I hear about that all the time too but still don't know what it is...

They want everyone to have Heath insurance and if u don't u have to get Obamacare and if u don't get Obamacare then U have to pay a penalty

Also after they make sure every one has or is getting fined correctly then they have all the power to inflate the prices and or penalties to supplement their incomes. IE Europe

This is a pretty good answer. Congress has always done funding during budget negotiations. That's where the funding of Obamacare can be negotiated-- and it has to pass both houses. The house has done a budget, and so has the Senate. I would recommend getting a conference committee (the House has appointed their conferees) to put a budget out, and do a clean CR to give them time to work out the budget.

Oh Please @FKBO... Healthcare in Europe costs 25% of what it costs here in the US. And in most cases, basic healthcare is free for all citizens. People go to Europe for operations because even with airfare and hotels, the cost is often half of what it costs here for the same operation. Get some facts on your own, and don't just listen to the crap on Faux News.

The government runs on a designated budget. That Budget has to be approved by Congress. Congress is not approving the budget due to their disagreement with The Affordable Healthcare Act which was already signed into law by the Senate and The House. So essentially there is no money to run the government until the budget is approved by Congress.

1) Republicans don't like the ACA (Obamacare)
2) They couldn't work within the framework of the constitution and get it repealed.
3) They attached demands to the national budget that the ACA be put on hold
4) Democrats accepted their budget but removed the demands for the ACA.

We cannot allow this type of extortion by a radical minority of the House, if we do it will set a precedent for future generations to do the same for who knows what. It would be like giving in to terrorists demands, it would embolden future terrorists to do the same.

1 neither do us democrats 2 this is with in the frame of the constitution, lets not just pick and choose what parts of the constitution that suites us. 3 yes they did because the aca is not the same law they passed originally. It was changed after it was passed by your president. Also will not pass individual parts of budget such as funding for parks etc. I noticed they still have funding for the presidents vacation home.

I'm not saying it's against the constitution, I'm saying Excecutive Democrats are not willing to compromise. They are making some small agreements but nothing significant enough to stop the shutdown.

I think there are too many games being played by both sides and they are payed way too much for what they do. I am not an extrem terrorist Caluvox. I gave my own service and lives in my own family for a person such as your type to have the right to say that sort of crap?

It seems you did, I was using the comparison of the tactics being used by a few radicals in congress to those of terrorists to make it easier for the uninformed to relate too. NOT calling you a terrorist.

la, la la, la la.. oh...are all of you done arguing? good :/ look the only reason I asked a question with so many specific answers and opinions is merely because I noticed it on YouTube, and also my teacher mentioned it as well...I get it, bugdets and funding and all that nonsense. Thank you all though for your ideas of what happened or is happening. That's why we have our rights...

It's basically like Democrats and Republicans cannot agree over a budget and how to spend it (like continuing Obamacare, etc.). So they kept arguing and Democrats refuse to give into congress's demands to defund Obamacare so the government had to shutdown non-essential government institutions because an agreement has not been made on how to spend the money and how to get it.

I am giving my personal opinion report me if you want but I think Obama is screwing this country up from the inside out...we didn't have these issues in the past. If you haven't noticed that we didn't have these kind of economic issues with past presidents you didn't see bush screwing up the country...next thing you know Obama's going to make us so vulnerable to be invaded by Chinese and Japanese and Hispanic people and get taken over. I bet very one who voted for him is regretting their decision. That's my opinion :)

True, I'm 16 and this has never happened within my lifespan so far. Maybe he's not the best thing for this country. (my parents voted for Republican)

1. Government requires A LOT of money to operate.
2. Congress has to pass a bill approving enough money for the govt to operate for the next year
3. Our legislators are arrogant spoiled children with over inflated egos and refuse to compromise with each other. Its their way or no way.
4. So the govt budget didnt get passed. Hence no money to pay for many things. Since, by law, they still get their paychecks it doesnt effect them.

Congress initially voted to fund everything in the government except for the Affordable Healthcare Act. This was immediately struck down by the senate. Congress than passed a similar bill asking to delay Obamacare for a year and it of course was struck down. Congress then proposed a similar bill asking for no exemptions from Obamacare. This was shut down. It boils down to the democrats will not budge an inch on Obamacare and the republicans give in a little more each time and get shut down. While they are being called terrorists, arsonists, extortionists and hostage takers. Not to mention the democrats will not meet with the GOP to negotiate leading to a stalemate that is only harming the American People. I almost forgot a senior official in the White House said(I'm paraphrasing here), "it doesn't matter to me how long the government is going to be shut down 'we' are winning". Basically both parties are using the American people as pawns in their sick political battles.
