If a person was vibrating at high speeds, will everything else look like it is slow motion?

No, why would it make everything else look like it is in slow motion? If any thing it would just blur his Vision cause he is going fast and wouldn't be able to take it all in quickly enough.

I think "Flash" just vibrates right through stuff :)

If you were vibrating at high speed in your current form. I think your body would break. Tiny microfractures in your bones would cause some massive damage. Everything else might look slow until you suffered too much damage. Sorry, this is such a depressing answer.

No. If a person were to travel at high speeds, such as near the speed of light, the the person would have their time slow down but everything else would move normal time. To travel at this speed for about five minutes would mean really 30 minutes to an hour have passed.
