Why don't 2 stroke pipes bolt on? Like 4 stroke pipes, why are they held on by springs instead?

Because of the higher compression of two strokes ! Their exhaust is very strong and a bolted on pipe would get very hot and crack. They need the blow-by to stay cooler and release heat and gases.
