How do I cook a sirloin cap roast?

It's organic, frozen solid, and about 2.6 pounds.

thaw...then cook as any other meat choice..i like to: 250 oven for about 2 hrs., cover with foil, also add 1/2 cup water to bottom of pan..i use a rack or potato wedges underneath.. (toss some carrots/onions/potatoes around)
