Can I change between Past and Present tense when a new chapter begins in a novel I'm writing? Or does it have to be one tense constently?

It just needs to make sense. Many authors do switch back and forth and the readers generally can follow their pattern. (See Jodi Picoult's books for examples).

It's your story so it's your choice just make sure it's not confusing

I'm working on a piece right now with a truly bizarre narrative style... it's kind of the 'gimmick' if you will.
Switching perspective in a novel is a lot like switching time signature in a song.
It can be done, but it needs to be done well.
Be brave with it.
