This is just two to three weeks after conception. By this time, the heart is actually pumping blood with a steady rhythm.
That's the abortion debate. Pro abortionists believe the fetus has no rights. And the mother has the right to determine whether the fetus is born. Anti abortionists believe a fetus is a person at conception. And the mother does not own the right to determine the outcome. Then there are those in the middle who think abortion should be illegal if the fetus can sustain life. I myself and many doctors and nurses I know would have a hard time aborting a fetus in 3rd term especially if it survived the abortion attempt.
The Supreme Court has adopted and followed the Blackmun Trimester rule as a compromise, as they use the rule or viability rather than either birth or creation. The states can restrict abortion after the first trimester, and only limit it to regulation of services in the second trimester. The compelling states issue is public health and safety in the second trimester; in the third, the fetus is thought to be viable, so the state may place protections and limitations on late-term abortions.
