I have feral cats using my flower garden outside my front door as a litter box. what can i use to get them to stop?
I solved that problem by dumping my used coffee grounds in my garden where the cats were going.
Get a dog.
Cats don't like the smell of citrus.
big rat traps, covered lightly with sand. They will get the message. Either that, or a BB gun.
Have a professional catch and relocate them, try moth balls? They are now a wild animal and are very difficult to deal with.

Put a cover over the dirt.

Put a layer of rocks on top the water will still drain through the cracks to reach the plants but the cats can't dig

Moth balls spread on the ground can be a deterant, but it's time for a call to animal control. Feral cats carry parasites that can be transmitted to humans when you work in your flower beds. Yuck
