I would counter with: Have ONE come up on your lap at a time. Specifically DON'T let the other up. Then after a while alternate, have the second one up and the first one down. Make them see that YOU choose who, what, where, when, why. So YOU are seen as the alpha leader, and they have to do what makes YOU happy, not the other way around.
Definitely don't give positive reinforcement for the behavior. If one is snapping don't placate it by petting. You should probably stop petting the other one as well so the snapper doesn't stay jealous. Scold the dog that's snapping every time (don't ever relent even if it's tiresome). Dogs are smart and love you, they'll get the idea and behave if you make the message clear.
Each time a dig snaps, or tries to get on your lap, firmly stand up and say no. Have one dog sit on either side of you. Size doesn't really matter, they still need to learn proper manners. Allow nothing that you don't approve of.
