I have 2 Chihuahuas, one is 4 years old and we have had her since she was a pup. The other one is 3 years old and have had her for 8 months

why does the new one growl and lean on the other one when we pet the older one?

It is a primal instinct type of thing, the new dog, wants to be the alpha dog, like wolves in a pack, there's always an alpha male, and the other lesser ranking males usually aproach the alpha male in a submissive posture, such as bowing or crouching down with its tail tucked under and between its legs, usually its seen to the alpha male as a challenge, and they often fight, so the new one is challenging the old one for the superior rank, or at least it seems thats the case,although i'm not saying that they will fight but dog's challenge other dogs with certain types of body language.
