a democracy is a form of government in which elected individuals represent the general public in political functions such as the passing of laws and declarations of war. in the us we have the president, congress and the house, senators, governors, mayors and other local representatives. a constitutional democracy is a democracy which is limited by a constitution. the constitution dictates how the government works and what each of the elected officials do and dont have power over. for example the constitution says that the regulation of money and taxes are the duty of congress, any powers not delegated to the federal government (washington) or prevented by the constitution is given to the states, there is nothing that can take away a persons right to their own freedom of religion, etc. hope that helps.
