From the Hebrew, "ha Satan" translate to "the accuser". The concept that satan is in chrage of hell is more of a new testament concept. In the old testament, when people died, they "slept with their ancestors" not go to heaven or hell. The concept of heaven or hell is derived from Zoroastrians, a dualist religion from Persia that believe that there was a "good" god and a "bad" god. The Zoroastrian priests were called Maggi (where we get the modern word magic) and they are the 3 wise men who visited Jesus at birth. Depending on your version of the bible, the translation will say maggi, wise men, or kings.
