Can a homeless person use the address of a local homeless shelter they sometimes go to when they apply for a job?

That would be up to the individual shelter. They would not be under any obligation to do so but it would be nice if it helped someone pursue a job.

I think they can because that is where they live most of the time I'm just guessing

Most likely, yes, but they should talk to whoever runs the shelter so they're not surprised by the mail.

Depends on the state regulations for Department for Homeless Services. Like in this document of New York State, sending and receiving mail is established as a right for homeless shelter clients:

I would assume other states would be similar. I can try to check.

How could I find out about North Carolinas general policies and laws?

I couldn't find anything on the internet, it can be difficult to find information about policies and regulations. The initiated agency is North Carolina Depratment of Health And Human Services:

I guess you can ask them, or maybe you can try Legal Aid:

I think it can be made possible. The shelter would need to be informed, at the very least they could give options.
