If I use ideas from on book in my book, is that stealing? or could I get in trouble for that?

im writing a book about vampires, and I like the show the vampire diaries, (I know that it used to be a book series) I know that a steak through the heart wasn't their original idea, but the daylight rings, I know the stone used in them I Lapis Lazuli, if I have that stone have the some type of power, under the spell of a witch, would that get me in trouble?

No. That's called inspiration. As long as you aren't plagiarizing (copying sentences and claiming it as your own work) you're good.

No, because nobody could have support to back up their complaint about stealing the idea, because it could be coincidental anyway

As long as you cite that you took your ideas from something/someone else, and you don't claim it's your idea, you should be fine

Technically no but if you use any sentences/ paragraphs from the book than you should site the source. etc. page 9 (title of book)

You can take an idea but if u take a big idea like a phrase or the plotline you can get in trouble

No, as long as you don't plagiarize or use basically the same storyline. Other than that, it's fine.
