Do all dogs have this?

we have recently adopted a 6 month old dog. and we got him nuetered. one day when i came home from school i went into my sisters room and the dog was hapopy to see me. he was barking and jumping and when i sat on the bed he flopped on the bed. when he did this i seen a red thing coming out of his penis. i told my sister that he was bleeding but she said that all dogs do this when they get excited. i found it disgusting and left the room. do all recently neutered dogs have a red thing come out of there penis. f.y.i it wasn't blood like i thought

Actually, that is the dog's penis you saw.

What you can see any time a male dog is lying on his back is the penis sheath which protects the penis.

Same with horses and bulls, etc.

It's not something coming out of his penis, it is his penis. Dogs penises are protected from harm by the covering over them. Not all male dogs have this experience when they are excited to see you, but a lot do. It's just a natural function, don't worry about it.
