What is resident and non resident in us universities? if an indian join in us universities then he is resident or non resident?

This usually refers to tuition costs for public universities since they are funded at state level. If your permanent residence (for more than 6 months before enrolling) is in the state, then you pay "resident" tuition. Otherwise you pay "non-resident" tuition. Most foreign students that come over will pay "non-resident" tuition.

For private universities, there usually is no difference in tution.
