Probably because they have experienced cold-hearted and unsympathetic people towards them so they've become like them. And that is just from the lack of care that they have towards a particular person or thing.
Fear and anxiety, plus numerous personal conflicts and disappointments, have made our times precisely what the apostle Paul described: 2 Timothy 3:1-5 But know this, that in the last days+ critical times hard to deal with will be here. 2 For men will be lovers of themselves, lovers of money, boastful, haughty, blasphemers, disobedient to parents, unthankful, disloyal, 3 having no natural affection, not open to any agreement, slanderers, without self-control, fierce, without love of goodness, 4 betrayers, headstrong, puffed up with pride, lovers of pleasures rather than lovers of God, 5 having an appearance of godliness but proving false to its power;+ and from these turn away.

Your body is a network of neurons and endocrine messengers (hormones) for this to work it has to maintain optimal health, both physically and mentally. If you psyche does not have an healthy ego to protect the Id part of the self and holds a belief that discriminates hates it in turn affects the emotional well being of the Id and the physiological self. So if someone commits a violent act or one that does not express love or understanding it is thought to be cold hearted, as feelings are thought to be carried in the heart. In fact emotions are driven by the Id the amygdala and also hypothalamus centre in the brain were the Id resides an Id without a healthy ego can be brutal. This emotion drives it to act coldly to another human in turn this behaviour affects the heart and gut etc. Emotions dont come from the heart but stress or any negativity affects both heart and gut. Hence "gut feeling", "cold hearted" "broken hearted". The mind and body connected.
