The fact that they are carrying a house (shell) on them it slows them down
They have to carry their shell around everywhere, and it may just be how they evolved

How would you feel if you had a huge shell on your back.That's why they got to walk slow.I'm not sure but those slimy ones are slew too they don't have a shell?
Why are cheetahs fast? It's just the nature of the animal. :)

Turtles aren't slow
Best answer I've found says that turtles are slow because creatures don't usually have heavy armor and speed:http://www.highlightskids.com/science-questions/why-are-turtles-and-snails-so-slow Can you imagine a heavily armored, herbaceous, fast turtle? It would need a lot of food.... not something we'd think of as cute anymore....
Short legs, heavy armor to schlep around, and they're just not in any hurry. People should learn to slow down too!
