Why do people buy cell phones but never answer calls?

Sometimes I feel if I am going to pay for the service I have the right to refuse to answer if it's not convenient for me right at that moment. Other times I look at my caller ID and say, "Oh no. Not her!!!!" and just don't answer.

Maybe they don't want to answer or they are doing something important. Or they might have it off, no batterie, don't know how to use, the reasons are endless!

Never answer calls? Then who are all these people talking to about Aunt Matilda's appendectomy while I'm shopping? People answer when they can and what calls they want. I
own my phone, my phone doesn't own me.
