Can you live in Quebec and get your driver's license in Ontario? If so how?

If I want to skip Quebec's long courses is there another way?

That sounds akin to living in Florida and trying to get a New York DL. Not w/o a permanent address especially now with all the terrorists running amok. In the States next year anyone born before 1964 will have to get new DL's for just that reason, proof of address and you are who you say you are.
