What are these tiny bumps on my legs?

my daughter has tiny "goose bumps" on her legs & they never go away, some are bigger n redder than the others and when we scratch on them it seems like its just hair that can't grow? some one told me it could be eczema but it doesnt look like it at all, hers just look like goosebumps that wont go away? i heard moisturizing helps smooth them, what causes this? or how can i treat this? what is a good way to moisturize? she is 15years old by the way

Try exfoliating the skin with a buffer or an exfoliating cream.

That is the Pitts. I cannot even offer a suggestion on this one. When I was a kid, it seemed that each follicle was inflamed and I finally outgrew it. Maybe a dermatologist has an answer.
