What is the best way to get rid of tear marks on dogs?

I'm guessing that petsmart would be the best answer for this. but I have a toy poodle and she has them under her eyes really really bad. like REALLY bad. Best way to get rid of them?

Your suspicion is correct--petsmart is a great place to start. You can purchase tear-stain remover, which is safe to use around the dog's eyes and really helps break up those tough, goopy stains. I had a white shih-tzu growing up--I really do feel your pain! And, unfortunately, I have to tell you that no matter how good a product you find, your dog will probably still have tear stains in between uses. :-( It's the curse of light-colored dogs, I'm afraid.

Usually the vet can clip something that is really irritating the dogs eyes. It makes them less miserable

Products like angel eyes have some good success, however you need to weigh the benefits of that route. It works because it is a very mild antibiotic, and though it doesn't happen all the time, any time you're constantly using any type of antibiotic, you are opening up to the chance of resistant bacteria building up.

Your other option would be the wipes, which is what I do. I keep my dog's eyes pretty clean by getting to it consistently, everyone remarks about how good my dog's eyes look.
