According to the United States Department of Labor Bureau statistics, as of 2010, there are about 2.0 million civilian employees. That number does not include postal service workers.

2 million divided by 310 million = .645%

If you include municipal workers, like police, firefighters, dog catchers and librarians, then it's about 2%
