How can I make our home more heat efficient? Our utility bills more than triple in winter.

no one else in our area has bills this high and we have a small house.

1. Insulation.
Look outside when it snows - is there snow on your roof? No? Then your attic is leaking lots of heat.
Do you have double-paned glass windows? Get the 3M plastic window film kit - it actually works, and you can pair it with insulating curtains.
Is your basement, garage, or crawlspace insulated? You can put insulation between the floor beams to keep the living space warm.
2. Air loss.
You need to re-caulk windows every few years anyways.
Check and replace weather stripping around doors and open-able windows.
Keep doors and windows closed. Install storm doors and storm windows for an extra air barrier.
Check for holes in insulation or in the walls, insulate or seal them appropriately. That includes anything from missing bricks to dryer vents.
3. Gas (normally) is less expensive than electric, so you might consider switching your heating element. Also, it may need servicing or updating if it is inefficient.
4. Get a programmable thermostat. When you have the heat running all day it runs your bills up. Just set it to start warming back up an hour before you get home. They're easy to install, too.

Call your utility company (gas, electric or oil, depending on your heat). They will send a specialist to your house to determine where your house needs improvement to conserve energy. There is no charge for this and oft times, they will assist with the costs.
