Liquid water can under transformation in their status from liquid to gas also called evaporation at whichever temperature above 0 Degrees Celsius. Check out http://en.wikipedia.org /wiki/Water_vapor#Evaporation_and_sublimation for more information.
Water boils at 100C (at 1atm pressure). When water boils it changes it's state of matter from liquid to gas. At lower temperature water can evaporate because of the liquid-vapor partial surface partial pressures. That's a different process.
