No. Hebrews 1:1 "Long ago, at many times and in many ways, God spoke to our fathers by the prophets, 2but in these last days he has spoken to us by his Son, whom he appointed the heir of all things, through whom also he created the world." Galatians 1:8 "But even if we or an angel from heaven should preach to you a gospel contrary to the one we preached to you, let him be accursed. 9 As we have said before, so now I say again: If anyone is preaching to you a gospel contrary to the one you received, let him be accursed."

Yes! He did indeed fulfilled many actually. Deut 18:18 speaks of a prophet among the brethen of the Jews, the Arabs are the cousins of the Jews. This prophet would be a prophet like Moses, natural birth, orphan, married and had children, introduced a new religion, and a natural death. Anyone who has the bibliography of Muhammad will come to know that Muhammad was like Moses.
In Isaiah 21:13 it's speaking of a prophet or a person (if you to say so) that will have the burden of Arabia upon him. Isaiah 29:12 is speaking of an illiterate prophet. It says "If you give the scroll to someone who cannot read, and say, "Read this, please," he will answer, "I don't know how to read." Muhammad, was the only illiterate Prophet of God who was given a revelation.
This prophecy was fulfilled when the first Surah was revealed to Muhammad. The Angel Gabriel had asked to read and he (Muhammad) replied "I dont how to read." Another prophecy fulfilled by Muhammad was the conquer of Mecca with 10,000 Saints. Deut 33:2 speaks of the conquest of Paran (which is called Mecca today) by Muhammad when conquered it. There are many other prophecies that Muhammad fulfilled such as the Paraclete (comforter).
