It's kind of a complicated system, because blood type is a multiple allele gene, and the rhesus factor (+ or -) is another gene altogether.
Each person has two alleles for each gene, one inherited from his/her mother, one from the father. What blood type actually codes for are specialized proteins that may be inserted to the cell membranes of the red blood cells. One may NOT produce a protein (and be type O), or can produce either type A or type B protein, or both.
Thus, the possible combinations are (showing the allele on the paired chromosomes) :
OO - type O blood (no protein)
AA
AO - both are considered to have type A blood, because they produce the A protein.
BB
BO - both are considered to have type B blood, because they produce the B protein.
AB - they produce both the A and the B protein.
The rhesus factor is a simple dominance gene, with positive dominant over negative. Therefore, if a person is Rhesus positive, you don't know if they are homozygous or heterozygous (have the same (homo) or different (hetero) alleles for that gene.

If both parents are heterozygous for the Rhesus factor, there is a 25% chance of them having a child who is Rhesus negative.
