You can use latex paint of any kind of primer, whether it is a latex primer, alcohol based primer, oil based primer or epoxy primer.

You CAN in fact use an oil based paint over anything at all whether there is primer there or not.
Make sure if you are doing interior painting, that you use interior paints/ primers, and if you are doing exterior painting, use exterior paints/primers. The exterior products have a mold inhibitor additive while the interior products do not.
