It would have to be pretty harsh. Couples argue all the time. The cops wont be very happy if someone calls them just because two people are arguing. Its needs to be biolent, loud and extended to be enough to bother the police. If they are hurting each other, endangering others or causing a disturbance THEN its bad enough to be a domestic disturbance.
