I was told that since Philadelphia is a city of the first class of PA you are not legally allowed to open carry? Or was that law removed?

I'm wondering because I see some people open carrying and some people being locked up here.

There are videos on youtube of people open carrying in Philly- according to the video you can open carry with a permit. The guy that made the videos says he gets stopped a lot by the police so started filming or at least audio recording all the time. He is prolly different then me. I'd be concealed at all times but when I don't feel like hiding it I want to make sure I'm allowed to open carry. I don't wanna no if I'd get harassed, I wanna no if it's legal. I think it's not very smart to open carry, why would a person want the attention? It seems like those are the guys who wanna look tuff. Guns are for protection, not show.

Sorry maybe I faded from my question.

I'm about 90% sure it's allowed but there is a small 10% when I read since Philadelphia is the only first class city of PA you can't open carry. Or you can only open carry with a license.

in the news link from fox it says that it is legal to carry openly, but with a permit only.
