Where is the subject and predicate of this difficult sentence? would you like ro explain it simply?

Tax policies that minimize the distortion of business and consumer decisions (including firm's decisions whether to invest at home or abroad),while encouraging innovation remain essential.

To find the subject, find the verb. In this case the the verb is remains. What remains? Policies, further modified by both adjective (tax) and adjectival clauses . That's your subject. The rest of the sentence can be diagrammed and modifies and describes the policies, but you didn't ask about that!

Subject is "tax policies" or just "policies". Verb is "remain". the predicate is very short (remain essential) and the long subject is what makes it seem hard. the policies wished for combine several qualities.
