Why does something like a loading bar appear to move after I stare at it for so long, when in reality, it didn't move at all?

It could just be the anticipation of it moving that tricks your mind.

Your eyes are experiencing visual fatigue, which "plays a trick" on your brain.

Your eyes are constantly vibrating and moving around, which can create an illusion that something still is moving. You can do something similar by putting a small black dot on a wall then looking at it from the other side of the room. The dot will appear to move around like a bug, but of course it doesn't move at all.

My hubby and I watched a bear stump moving in a field for half an hour before we realized it was a stump. Stare long enough and it will move.
