There are many well supported theories about multilingual households increasing learning potential for kids down the road. eg, American Sign Language: "Teaching sign language to hearing young children can improve their early communications with their parents and later boost the children's learning of language, says a Penn State researcher."
In my very personal opinion, moms who want to give their children a head start on education should absolutely turn off the tv more. Television is great entertainment on the plus side, it can indeed be educational, and it provides parents the important relief they need to do other things. On the negative side, too much of it teaches children apathy and boredom, and once on it is a slippery slope. There is a link called "Turn Off The TV Tips- Fun Activities For Kids" which leads to a pdf file of a list of cool things kids can do and learn from.
I know plenty of mothers who teach there toddlers there ABC's numbers and how to read. All of this is before they even start school. Many mothers get flash cards to teach there children. You can turn them into fun games and teach them to learn. Or just make a fun song or dance for learning. Little kids learn better by making things into fun activities.
I love to go on walks with the 2 year old I babysit. When we are walking I explain to her all the sites we see...different cars, how to cross the rode, how to interact with others, we sing songs, and I ask her a lot of questions like...what color is the grass, how many trees are in front of us, etc.
make everything a learning opp! i have a one year old. we talk about the colors of what we see. i read to her everyday. talk to your baby. play classical music when shes sleeping. the music will stimulate nuerons in her brain. have fun and be a kid again...
