It all goes back to the ware in heaven, the devil thought he could do it better than god. Then Adam and Eve. Long story short the devil and 1/3 of the angels were cast to earth. They are allowed to influence people, but not to control people. It's kind of like how many people can the devil steal away from god. This is a very complicated subject if you have more questions ask. I will try to answer.
Satan called into question God’s right to require obedience of mankind. Satan also called into question the loyalty of all intelligent creatures, human and angelic. As revealed in the case of Job, who was loyal to God’s sovereignty, Satan claimed that he could turn all humans away from God.—Job 2:1-5. God has allowed Satan time to prove his claim. God has also given humans the opportunity to demonstrate their loyalty to his sovereignty. God will eventually destroy the Devil and all those that follow him, giving overwhelming proof of God’s rightful sovereignty. He foretold the outcome when the rebellion took place in Eden.—Gen. 3:15. Many humans have exercised faith and maintained their integrity with respect to God’s sovereignty and the sanctification of his name. Their number includes Abel, Noah, Abraham, Moses, David, Jesus, the early disciples of Christ, and millions of integrity keepers today. Such upholders of divine sovereignty share in proving Satan a liar and in clearing God’s name of the reproach that the Devil has heaped upon it by boasting that he could turn all mankind away from God.—Prov. 27:11.

HERE IS YOUR ANSWER: The being now called "Satan"- "Devil"- is king of the world, not the earth. The Devil first secured his throne millenniums ago. And after- who knows- eons probably, a sentient creation interfered with the development of the human race. Humans cooperated with this "Devil", and fell under his influence. (cause-effect) And aborted the prospect of enjoying a healthy, beneficial, productive long life on a beautiful, unpolluted planet. Satan and his corrupt, disloyal, greedy and violent qualities (which developed in him first) rippled across the motivational seed of human behavior as the race expanded. And these TOXIC qualities still reign over humans today, as they corrupt human attitudes with unreasonable, rebellious, greedy and violent impulses. Impulses that make it possible for human actions to be successfully manipulated by a mind that is considerably more experienced and clever than we are. Unrestrained, impatient, undisciplined human emotions act as the perfect catalyst for rash, harmful action. Thus it can be said that the Devil's qualities are "king" over this system. But not forever! The "handwriting" is on the wall!
