Tell him nicely that you've had too much noise at school today and that you would truly love for him to shut up. Shut him out of your room (lock it if you have a lock). If he still doesn't shut up, tell your mom. Don't make it too harsh or he may laugh at you for getting caught up about "something so small..."
sounds like his social contacts are limited. He uses you as a sounding board w/o inhibitions. Try to find a game site or another interest he has & hook him up. A good book he can't put down. A quik non-hurtful makeover, looking good helps insecurities & shyness. He wants ur attention, give him some genuine face-time once in a while.
Kick him where the sun does not shine, give him something to play with, make him cry, ALMOST kill him,punch him in the face, if he likes to follow you put a trip wire near the door then laugh at him, bother him so he wont bother you, when he asks for help with his homework purposely give him the wrong answer,stab him in the shoulder with a fork, if you are at a place like church pinch him so hard that he has to yell in public,if his room is close to another door and he has to pull the door and not push get him in his room then tightly tie a rope to his and the door near him so he cannot get out,and just tell on him.
