I was diagnosed with migraines that I had for years. Then when they diagnosed me with hypothyroidism and put me on thyroid medication, my ongoing headaches just vanished. I do not know if this is what you are having, but keep going to the doctor until someone figures it out. You need to be free from this pain.
There are different causes of a headache at times it is as a result of too much coffee or tea. Other causes of a headache are flu, nutrition as well as the environment. In severe cases it can be due to a brain tumor or blood clot within the skull. This is known as hematoma. It is good to change a doctor and give out your history to another doctor. I know it sounds simple but most headaches are due to dehydration. Calculate how much water you should be drinking by taking your weight in pounds and divide by two. This gives you the number of ounces you should drink every day before any caffeine intake. Every cup of caffeine should be counter balanced with six cups of water, ad caffeine is a diuretic. I'd try this first.
