Is their a phone tracker that will tell me the exact location of a cell phone?

Someone stole my mom's purse and it had a lot of things in it like her bank account numbers, licence, registration, social security cards, and her phone. The police can't track it because if it's in a house they can't go in without a warrant, so is there any online tracker that will tell me where it is?

Yes but you need to have the app on the phone you want to track.
