I've did the procedure where you turn off the main water valve,and I have the gallon tank on my water heater but it still does it.

After turning off the cold water inlet valve you need to go and open all the valves on the hot side in your home so as to break the vacuum and let the hot water drain out of the tank. The boiler drain out of the tank is usually the lowest point of your potable water system which must be allowed to drain out entirely. Visit a hot water system specialist to fix this problem for you.
