I have icall in my apple itouch. Can I make and take calls without wi-fi ? Is there an apt for that?

Is there a way I can use cell towers to make calls with icall installed in my apple itouch? Does anyone have an apt for that?

U need wifi. Touch doesn't have a cell radio In it.
